State Authorization for Online Education

Northeast Mississippi Community College operates under the authority of an agreement with the Mississippi Commission on College Accreditation (MCCA) to participate in the National Council for State Authorization Reciprocity Agreements (NC-SARA). NC-SARA is a voluntary agreement among member states, districts, and territories in the United States, which establishes comparable national standards for interstate offering of postsecondary distance education courses and programs. As a NC-SARA participant, Northeast is authorized to offer distance education to persons residing in other NC-SARA-member states and districts. For more information on the policies and procedures set forth by the National Council for State Authorization Reciprocity Agreements (NC-SARA), please visit http://www.nc-sara.org/. NC- SARA approval does not extend to programs that lead to professional licensure. If you live outside the state of Mississippi and are considering a program that leads to licensure, then you should contact the appropriate licensing board in your home state before you apply to Northeast. While every attempt is made to stay abreast of the laws in each state, it is the student's responsibility to contact the appropriate licensing board in his or her home state to confirm whether or not the program will meet that state's licensure requirements.

 

Professional Licensure Disclosures

In accordance with federal requirements 0 and 34 CFR 668.43(c) and as a State Authorization Reciprocity Agreement participating institution, Northeast Mississippi Community College will provide public and direct Professional Licensure Disclosure Statements as set forth in this policy.

Program advisors who oversee the program which leads to professional licensure are responsible for maintaining the state-by-state board or professional licensure requirements. The determination of met, not met, or has not been determined will be assigned to all programs that lead to licensure according to each U.S. State or territory. At minimum these requirements will be reviewed annually.

For SARA purposes, programs that are unable, after all reasonable efforts, to determine whether a program will meet state professional licensure requirements shall provide the student or applicant with current contact information for any applicable licensing boards, and advise the student or applicant to determine whether the program meets requirements for licensure in the state where the student is located.

If a student is registered for a program that is designated to lead to professional licensure from Northeast, the student will receive notification prior to the first day of courses if the program does not lead to licensure in their location or if the college has not made a determination whether the program leads to licensure in their location. If registration occurs after the first day of the term, students within the programs requiring disclosures will receive notification within 14 days. Furthermore, prospective students who have indicated interest in a program that leads to licensure will be notified prior to enrollment if the college program does not lead to licensure in their state of residence or location, or if no determination has been made.

General disclosure requirements are met by updating and maintaining this State Authorization and Professional Licensure page on the website.  The website will include compliance for each program and U.S. state or territory.

The program will determine the appropriate disclosure to be sent to the student based on the state from student’s mailing address, educational program, and compliance with U.S. state or territory board or professional licensure requirements.

 

Student Location Policy

In accordance with the U.S. Department of Education licensure disclosure requirements, Northeast records the location of prospective and current students. Northeast tracks this location to determine if licensure disclosure requirements are needed as follows:

When a prospective student completes admission application requirements

When students are enrolled in academic programs that lead to licensure

When a student completes an out-of-state change in mailing address and is enrolled in a program that leads to licensure

When an out-of-state student changes to a program that leads to program licensure

Student location is defined by the student’s mailing address.

 

Prospective Student Location

For the purpose of this policy, a prospective student’s location is the state of the prospective student’s mailing address at the time the student has applied for admission, intends to enroll and is then entered into the student record system.

 

Current/Enrolled Student Location

The student location for current/enrolled students is the state where the enrolled student resides and is based on the mailing home address entered into the student record system. For students whose permanent address does not include a U.S. state or territory (e.g., students living outside the United States), their location will be considered the state of Mississippi.

Change of location

All student location designations will remain in effect unless and until a student officially notifies the College that their permanent mailing address has changed. Once a student notifies the College, the date of entry will be used as the effective date of a student’s revised location for the purposes of this policy.

 

Programs Leading to Professional Licensure

 

Northeast Mississippi Community College Division of Health Sciences offers seven programs that prepare graduates for careers in health science. Each program in the division is accredited by national and/or state accrediting commissions or boards. Requirements for licensure may vary from state to state and may involve more than successful degree completion and passing the national certification exam. Due to varying standards among states, Northeast Mississippi Community College recommends that students who are not Mississippi residents or who plan to seek licensure or certification outside the state of Mississippi contact the appropriate licensing agency or board before they enroll in an academic program designed to lead to licensure or certification and discuss their plans with an advisor. Northeast’s Health Science programs will lead to ability to sit for national certification.
